School of Chemistry and Chemical Engineering, School of Emergency Management and Safety Engineering (joint office), Yancheng Institute of Technology, was founded in 1959 as the inorganic Chemical major of Yancheng Industrial College. It was suspended in 1962 due to national economic difficulties and resumed in 1978. In 1997, the first undergraduate students were enrolled for the major of Chemical Engineering and Technology, and in 2000, the first undergraduate students were enrolled for the major of Applied Chemistry. In 2004, the Department of Chemical Engineering and the Department of Ocean Engineering merged to form the School of Chemical and Biological Engineering. In 2006, the first undergraduate students were enrolled in pharmaceutical engineering. In 2015, the School of Chemistry and Biological Engineering was split into the School of Chemistry and Chemical Engineering and the School of Marine and Biological Engineering. In 2020, the School of Emergency Management and Safety Engineering will be established. The School of Chemistry and Chemical Engineering now consists of three departments: Department of Applied Chemistry, Department of Chemical Engineering and Department of Pharmaceutical Engineering, Basic Chemistry Teaching and Research Department and Chemical and Chemical Experiment Center. Chemistry is ranked in the top 1% of ESI in the world. Chemical Engineering and Technology is a first-level discipline for master's degree authorization and a key discipline for construction in Jiangsu Province. The major of Chemical Engineering and Technology is the national First-class major, jiangsu First-class major and key major, and passed the China Engineering Education Certification in 2018.

There are 103 faculty members in the college, including 13 professors, 27 associate professors and 5 senior laboratory engineers. The title of associate professor or above accounts for 43.69% of the total number of teachers. There are 78 teachers with doctor's degree and 21 teachers with master's degree (including 2 doctoral students), and those with master's degree or above account for 96.12% of the total teachers. In addition, there are 11 part-time professors, 2 associate professors and 11 part-time professors outside the university.
